Qualifications

  • Masters Degree in Accounting, Business or in related fields with documentation of substantial accounting training and experience.
  • Five years of fiscal experience for a healthcare organization, preferably either a community-based or non-profit organization.
  • Evidence of skills documenting increasing responsibilities and ability to manage diverse individuals with different backgrounds and training.
  • Knowledge of computerized accounting and information systems.
  • Excellent oral and written skills and ability to interact effectively with multiple stakeholders and audiences.
  • Skill in presentation of fiscal matters to different internal and external audiences.


Function and Purpose of Position

The Chief Financial Officer coordinates and performs those fiscal activities that insure the essential financial viability of the Center using a system of internal controls and policies established by the Board of Directors. This position consists of a wide range of responsibilities that deal with management of the fiscal staff and their offices so as to accomplish all the duties of the fiscal department; keeps the Chief Executive Officer informed of the fiscal condition of the Corporation; prepares financial reports essential to good fiscal management of the Corporation; coordinates with Senior Management Team and others regarding financial activities for Corporation programs; coordinates internal and external audit needs and ensures the proper performance of each; maintains proper records of all financial transactions of the Corporation; responsible to Chief Executive Officer for obtaining all insurance policies for the Center, its employees and its Board of Directors. The Chief Financial Officer provides ongoing analysis of variances from budget and assists the CEO in implementing changes needed to achieve budget goals, monitors cash flow by reviewing and analyzing cash flow, monitoring income, and maintaining a system of tracking available funds, and maintains a thorough working knowledge of federal, including Medicare and Medicaid, state and managed care reimbursement methodologies to ensure the organization is paid accurately, and revenue deductions are recorded accurately. This position is responsible for supervision of the accounting department, to include billing supervisor, clerks, purchasing department, and accountants.

Responsibilities

The following list of responsibilities is not meant to be all-inclusive and may be adjusted to meet program needs:

  • Directs and organizes the day-to-day financial activities of the Community Health Center. Plans, organizes, and controls financial policies for the Corporation to control receipt of revenues, expenditure of funds and conservation of assets.
  • Hires, trains and supervises all staff assigned to fiscal and billing offices to ensure that all designated duties are carried out properly.
  • Responsible for the compilation, review, and submission of all financial reports and ensuring that they are accurate and timely.
  • In conjunction with the Chief Executive Officer, prepares annual or other periodic budgets and forecasts for the Corporation.
  • Performs analyses to inform the Board of Directors, Chief Executive Officer and Senior Management of the financial condition of the Corporation and its programs.
  • Arranges or performs those internal audits that insure that Corporation monies are being handled responsibly.
  • Develops fiscal, billing and collection policies and appropriate manuals required for the proper functioning of the financial department.
  • Participates as requested in the analysis and development of contracts with various payers, grants, or other activities that affect the Corporation.
  • Performs other duties as required and directed.
